Permit & Gharpurja Guide

A step-by-step walkthrough of the municipality approval and gharpurja registration process in Nepal.

01

Verify Land Ownership

1–2 weeks

Confirm your Lalpurja (ownership certificate) is up to date. Check that the land is classified as residential (Aabadi); agricultural land requires conversion before building.

Required Documents

  • Original Lalpurja (land certificate)
  • Trace map / field map
  • Land classification letter (if converting)

Tip

Get a certified copy of the Lalpurja from the Land Revenue Office before starting any other step.

Survey & Parcel Map

2–4 weeks

Hire a licensed surveyor to demarcate your land boundaries. Obtain an official parcel map from the Survey Department. This map is required for the building permit application.

Required Documents

  • Survey field book
  • Parcel map (Napi)
  • Boundary verification letter

Tip

Disputes with neighbors over boundaries are common; resolve them before applying for permits.

Hire a Registered Architect

2–4 weeks

All building permit applications require drawings by a Nepal Engineering Council (NEC) registered architect. Drawings must include site plan, floor plans, elevations, sections, and structural details.

Required Documents

  • Architect's NEC registration certificate
  • Site plan (1:200 or 1:500)
  • Floor plans + elevations + sections
  • Structural drawings (signed by engineer)

Tip

Choose an architect familiar with your local municipality's building bylaws; requirements vary significantly.

Submit Building Permit Application

4–10 weeks

Submit your complete application to your Ward Office or Municipality. Pay the building permit fee (typically 0.5–2% of declared construction cost). The municipality will review plans against building bylaws, setbacks, FAR, and height limits.

  • Completed application form
  • Citizenship certificate (photocopy)
  • Lalpurja (photocopy)
  • Architectural + structural drawings (3 sets)
  • NOC from neighbors (if required)
  • Tax clearance certificate

Tip

Kathmandu Metropolitan City has an online portal for permit applications. Other municipalities may still require physical submission.

Begin Construction

6–18 months

Build strictly according to the approved drawings. Do not deviate from approved plans without applying for a plan amendment. Municipalities may conduct surprise inspections during construction.

Required Documents

  • Approved building permit (original)
  • Approved drawings (keep on site)
  • Material test certificates (cement, steel)

Tip

Keep a site diary. If a municipality inspector visits and finds deviations, construction may be halted.

Obtain Completion Certificate

2–4 weeks

After construction is complete, apply for a Completion Certificate (Nirmaan Sampanna Praman Patra) from the municipality. An inspector will visit to verify the building matches approved drawings.

  • Application for completion certificate
  • Original building permit
  • Photos of completed building
  • Declaration that construction matches approved plans

Tip

Minor deviations can sometimes be regularised with a fine; consult your architect before applying.

Register Your House (Gharpurja)

2–3 weeks

Take your Completion Certificate to the Land Revenue Office to officially register your house and receive the Gharpurja (the combined land and building ownership certificate). This is the final legal proof of your property.

  • Completion certificate
  • Original Lalpurja
  • Citizenship certificate
  • Recent tax clearance
  • Municipal fee receipt

Tip

The Gharpurja is essential for selling, mortgaging, or taking a bank loan against the property in future.

  • Total permit process typically takes 4–6 months before you can break ground.
  • Fees vary by municipality; budget 1–3% of construction cost for all permit fees.
  • In earthquake-prone Nepal, using a structural engineer for seismic detailing is mandatory for 2+ storey buildings.
  • Keep all original documents in a secure place; certified copies are accepted for most applications.
